Administrators and officers can both open national ID scans and title documents. Access is recorded against an actor, but the exposure surface is wider than admin-only, and Zimbabwe's Data Protection Act applies to all of it.

The platform records what is owed at each stage and holds the retention position, but does not move contractor money. Settling that too would roughly double Mabwe's regulatory scope.

No Meta business verification, no Paynow merchant application. The cooperative supplies a bank account for settlement and starts collecting the same day. This is the biggest onboarding improvement the platform-owns-the-rails decision buys.
One Meta policy violation is an all-tenant event, and holding member funds makes Mabwe a regulated payment business. A cooperative that grows can migrate to its own WhatsApp number later.

A gallery of photographs from random angles proves nothing. Two images from one fixed vantage point, months apart, is the single most persuasive thing you can put in front of a member who thinks nothing is happening.
Attaching them to a J5 update sends them to every active member on their preferred channel. That costs a WhatsApp conversation each — worth it for a real change, not for a weekly picture of the same mud.
